This verse implies that God knew exactly where Adam and Eve were, which implies His presence in the Garden. One might argue that God could have been speaking from afar, however, the fact that He was addressing the couple by name, rather than simply “man” or “woman”, seems to indicate that He was close enough to see and address them by name.
